The provincial government in cooperation with TESDA Batanes held its 2nd Provincial Skills Competition on April 2 - 4, 2003, Miss Teresita de Leon, Guest of Honor, (President of HRACV) and president/general manager of KUSINA CAGAYAN underscored hospitality industries for global competence.

The municipalities were represented in 6 contested areas as follows: Joinery, Furniture and Cabinet Making, Smoke Fish Processing, Restaurant Service, Computer Aided Design and Drafting, and Information Technology.
