Ivatan communities here and abroad hail pronounced RTC Judge Celedonio Poncio Balasbas and Provincial Prosecutor Alexius Caballero Narag in late February 2003 and early March 2003 respectively.

New Justice Hall in Basco, Batanes

Judge Balasbas and Fiscal Narag are the first Ivatan RTC Judge and DOJ provincial prosecutor serving Batanes.

Judge Balasbas was Assistant Prosecutor III in Manila from 1987-2000 before he was appointed to Judiciary, Division Chief under the tutelage of the late Prof. Generoso Jacinto, Justice Teodoro Padilla and Dean Custodio Parlade. He accepted RTC judge position in Batanes because of selfless love for his "kaydian".

Provincial Prosecutor Narag was Public Attorney II, PAO, OIC Batanes sub-district office in 1998-2001; he served as Public Attorney III District Public Attorney, this province in 2002-2003 before his present appointment. He is the youngest prosecutor ever in Batanes.
