A. Infrastructure Development
The present administration had to utilize the Provincial Engineering's
Office as its main implementation arm to ensure effective and prompt action
in the completion of infrastructure projects in the Province.
Primarily consideration on infrastructure development programs of the
Province is the Basco Seaport where P 13.5 million pesos was allocated
to complete the first and second phases. This project was financed by
the Taiwan Government.
Under general administration services, the amount of P2.5 million from
the 20% development fund of the province was allocated for the renovation
and completion of the Ivana municipal building and a total cost of P 2.4
million went to the rehabilitation of the Basco municipal building. While
P 3.4 million of the 20% development fund was programmed for the completion
of the construction of the Department of Justice an the Itbayat Multi-purpose
Building's Phase II, these structures resulted in a more convenient work
place for improved administrative services as well the accommodation of
various national agencies operating in the province. Another P 0.3 million
of the same fund was programmed for the construction of the provincial
jail extension. During the year, two garbage disposal structures were
completed, one each of the municipalities of Ivana and Mahatao with a
combined cost of P1.0 million.
To improve further the living condition of our people, the total amount
of P5.165 million pesos was allocated and spent for the improvement and
cementing of various farm to market roads in the different municipalities.
For regular maintenance of provincial streets the amount of P1.5 million
was also appropriated, while the amount of P0.3 million pesos was allocated
for the upkeep and maintenance of parks and shrines.
A joint undertaking of the office of Congressman Florencio B. Abad and
the provincial government, the Clean and Green activity has been implemented
to ascertain the efficient maintenance of national roads and other facilities
concomitant to the project encouragement of the national government. This
project activity has greatly benefited women and elders who are no longer
qualified for hard labor both in national and local job order employment.
