E. Human Resource Development

To promote physical fitness and sports development, the provincial government continuously supports local sports competitions carried out under the auspices of national programs such as the Palaro ng Bayan, CAVRAA, the Batang Pinoy Sports Program and the annual Palarong Panlalawigan. These programs always tend to project the Ivatan's love for sports and sturdiness and reflect their strong sense of community, unity and camaraderie and bring of the best qualities of the individual participant.

Office staff development/masteral study program to continuously develop the capabilities of personnel, trainings were held during the year had passed to increase personnel skills and to keep pace with changes and meet the requirements of development.

Basic Education and Literacy Program:

Six new day care center, workers were hired and a total of 125 pre-schoolers province-wide were directly benefited. During the year, a total of 209 students became the direct beneficiaries under the student assistance program where poor but deserving students were employed as casual employee while 108 others received financial assistance. Printed materials such as magazines and certain books were also either purchased or sourced from donors to provide reference materials for pupils, the secondary as well as the tertiary students in their research works.
