Conscious
of the provincial government's limited financial source, the provincial
leadership made sure that during the preparations of the budget
for 1999, every allocation was discussed thoroughly with the concerned
office with the view to getting the optimum benefits from every
peso spent. The most co-effective allocation of resources was the
primary consideration so that in the end the leadership was convinced
not only that the available funding resource is allocated equitably
among the various sectors but this also spent judiciously in projects
meant to benefit the people. |

In any case, the present leadership is thankful
the province had already adopted its vision and mission, which provided
the direction to current development plans. These prescribed among other
things the provision of basic infrastructures; support services and facilities
towards the achievement of the Ivatan's common development goals for the
province during the budget CY 1999.
