groundbreaking of HYBRID WIND Power in Batanes on a April 16, 2003 was
graced by US Ambassador Francis Ricciardone, his wife Dr. Marie Ricciardone
and party (from the US Embassy); and Department of Energy Secretary
Vincent S. Perez Jr., his wife Mrs. Leigh Perez and party (from the
NAPOCOR and DOE).
The signing of MOU (Memo of Understanding)
on the expansion of NPC Basco Diesel Power Plant and the NAPOCOR grant
of P8.4 M for the wind-diesel power formalized the support, concern
and assistance of NAPOCOR and DOE to the power needs of Batanes.
DOE Secretary Perez disclosed that the
wind power has implication that Batanes can now benefit from our own-indigenous
resources that is limitless, renewable and environment-friendly form
of power.
The wind-diesel power in Batanes shall
be the first in the Philippines; the first among the 50 islands covered
by SPUG (Small Power Utility Grid).
The wind power shall help the government
reduce its subsidy on power.
